I have the honour to report that we have been applying to the War Office since June last for payment of the sum of £17-14-2 due to the Government of Hong Kong in refund of expenses incurred by the Colonial Governmert in connexion with the matter referred to ir te 919 attached copy of a telegram despatched by us to the Colonial Govern-

ment at the request of the War Office. The scrap metal in question did not, after all, arrive at Hong Kong, but the arrangements made by the Colonial Government in anticipation of its receipt involved the expenditure mentioned.

Although we have written repeatedly to the War Office on the subject, the only communication received from that Department is one dated the 29 th October 1919 which asked for copies of our earlier letters because their file had been mislaid.

We report the matter in case the Secretary of State wishes steps

to be taken to move the Army Council to settle this small account at

an early date. The enclosed copy of our last letter to the War Office

gives the reference number of the matter in that department.
